Local Government Business Classification Scheme

Ruth ECM

The Business Classification Scheme (BCS) is the culmination of many months of consultation, workshops and the contribution of many councils from across Victoria.  It is designed to be a tool that can be used as the backbone of your EDMS system.  It offers a common language for all councils to adopt.  This document is the starting point for all councils to apply common language into the documents, systems and processes.  It will need to be updated from time to time as language morphs to maintain its functionality.

Our thanks go to all Councils who actively participated in developing this document.  It has been a monumental feat, with many exhausting and challenging moments.  While it will not be a perfect fit for all , it is intended to follow the 80 / 20 rule where individual Councils will apply most of the functions and activities but not all will apply.  If there are additions required that do not appear in this version please contact Ruth Edge on r.edge@yarraranges.vic.gov.au.  Ruth will coordinate consulation with the wider group for acceptance or alternative advice on additions.

The attached BCS includes the original as accepted at the March meeting of the MAV ECM Step Program workshop and the BCS to be applied by Yarra Ranges Council. Yarra Ranges Council has provided their version as a way of exampling use of the structure.
